My gut tells me Washington or Beacon Hill got Worc Common Grd some dinero for thsi job. Either way Elmer had his hands in. Let us not forget it was Elmer who first vetted the idea of Coupe Deval carbagging into Mass. to run for governator............so Mr Coupe owes Elmer big time.......
