One Thought
This is the 8th year that MassPort has been in an operating agreement with the City of Worcester. By stating that we finally have a plan does that mean we have not had a plan the past 8 years?

How many more realistic courses "toward realizing the airport’s potential in the region’s air transportation network." do we have left?
No, it just means it took 8 years draw up a plan and it will now take how long to implement it?
