Why does the City of Worcester bother doing RFP's and LDA's if nobody enforces the terms. Mason Street and Canterbury Street parcels have made a mockery of the whole process. These two parcels are poster childs for just putting the properties out for bid like the Courthouse.

For 101st time, where is the audit of EONS that was supposedly undertaken last winter?
Notice how quiet Mayor Obrien, Babs, and others are about Pharamasphere? I am telling you folks other forces are at work here. Forces simalar to what keeps Mason St off everyone pols radar and Havana on other peoples radar.
I found some more details from the auctioneer, Berman Auctioneers & Appraisers via the Worcester Local First website. Here are the two links for Berman and Worcester Local First respectively.
"The Commonwealth is seeking a developer through a two-phase disposition process consisting of experiential and financial pre-qualification of interested developers by DCAM followed by a minimum bid reserve auction to which all developers pre-qualified by DCAM will be invited."
Further on in the notice is this,
"This must include evidence of the ability to access equity and debt to finance a project greater than $10 million dollars."
Has Worcester ever asked for evidence of the ability to access equity for one of their RFPs?
I wonder to myself though, all i would have to do is present evidence that I can access the req'd $10M. I wonder if it further states one has to actually spend $10M dev'ing the site?
One could get qualified and then use the land for community gardens or a Worcester Common North.
I would guess the local non profit low income housing industry has been told to stand down on this bid. Of course that being said, SMOC isnt really a truly local NO LO builder.
Anyone catch that letter to the editor where the writer apparently is of the opinion that SMOC has their paws on this 40B project out by the Franklin Manor in W Boyl., just beyond Wally World. Either that or the writer is saying SMOC "clientele" will overwhelm 26(?) units being built.

Isn't the courthouse being put out to bid by the Commonwealth not Worcester?
Also, IIRC the Commonwealth is asking for $100,000 upfront to even be a part of the process.
Are is plural, s/b children, not child (singular).
