The Flip Side

Paul and myself just taped a show for Lynne Simmonds TV Show, the Flip Side, talking about the new Housinig policy.   Funny, although I have written about it here, when you talk about it, I just do not see how anyone can object to it?

Couple things of things on the new housing policy:
  1. It does not exclude afordable housing, although it does want more of a mix (balance).  Makes sense when we are already at 14% when the state only requires 10%.
  2. Opens up the process to everyone (private developers) and does not rely on the CDC as the preferred developer.  It does not close down any CDC, but merely wants to include more private developers.   Isn't that a good thing.
  3. Request a new Housing Study.
  4. Creates an adivisory Committee
Exactly what is controversial about any of this?

All I know is that when Lynne stopped us and said she had to wrap it up, I was pretty shocked a half hour had just gone by.

So.........here's What Ruby the star grazer sees in the future. City will put out an RFP for a site. Anyone can bid including the CDC's. The CDC's either already are sitting on a pile of cash or they know from their political connections (the Dough Boy, Barack Obrien, and/or Elmer) they will be able to get it. Viola, the CDC's always win the bid. They can pay the most for the land and can put up the most ornate looking structures b/c they have a limitless supply of dineros from Beacon Hill & Washington?

Am I missing something or am I being overly simplistic? Please enlighten me. Thanx.

I just read yesterdays T&G (June 9)re: the CSX situation.

It is certainly fine that the city will receive money (payoffs) from CSX so this project can go forward. What taxpaying business like CSX would be so foolish to not only pay property taxes, but to also make what in essence are are voluntary payments (PILOT payments?) to the city?

What isnt being said or what has not been looked into is how much is CSX raising the price of their sale of RR rights to the state to offset the payola Worc will receive? This thing is beginning to smell in the same way that the sale of Worc Airport to Massport is. I.e. no one can figure WTH is really going on behind the scenes with the money

I also couldnt help but notice that commuter rail trips will increase ...UP TO... 25 trips per day to Worc. Bill, I will pay you ...UP TO... $2M for one of your properties. Deal or no deal? Lotta loose ends as to exactly how much in add'l commuter rail service Worc will get from this deal.

Then there is the Putnam Lane issue which is clearly a bit of a dangerous one way situation at the overpass as it currently exists. We cannot build a new connector road b/c gov't constr. specs preclude such a dangerous slope to a newly built road??? Somehow my instincts tell me an exemption from these specs could possibly be applied for.

Part of the "mitigation funds" will be a $1.00 per CSX container payment to the city. The city manager will decide how the money will be spent and he will set up an advisory committee for suggestions. Kinda interesting....did anyone notice that our Executive Office of Neighborhood will not be deciding how and where this $1.00 per CSX container money will be spent? Begs quite a few questions as to why.

Councilor Palmieri in a sidebar article seems to be claiming a victory (of sorts?) for his positions on this project, although he and Pedone will still pursue the Putnam lane replacement. My take...someone got put in their place and the Putnam Lane replacement roadway is dead.

Lastly 50 new permanent jobs when all is said and done? MMMMMMM...my limited experience with the teamsters union years ago was that the drivers who get displaced when the Allston CSX freight yard is downsized/eliminated may possibly have seniority rights that allow them 1st dibs on the Worc based jobs. Not 100% sure, but it s/b mentioned.
