Try reading the article I linked to. It explains the landlines for the poor, which was expanded to include cell phones, by Bill Clinton.
As for the trolling comment, I was saying nicely that you were race baiting and appealing to the lowest common denominator with that video clip.

I actually thought the video was pretty funny, whether the person in question was white or black. It was not race baiting, but a very funny video..

It also looks to me that the Universal Service Fund was created as a result of the Telecommunications Act of 1996--not during the Reagan Administration..
