I hope that a City Councilor asks for monthly reports on these funds to track who gets these funds. My bet is that very few private investors or new home-owners receive these funds. Monies will go mainly to the CDC's or companies like Winn.

I can show documented proof (rEGISTRY dEEDS)that Home Funds ARE HANDED in excess of teh maximum amts allowed per the bid contract.......to certain entites that i consider favored players in Worc' rush to become a ghetto wasteland with 30%+ low income housing.

NRSA is suppose to be given out in small amounts, unless you are the Main South CDC and are building a new large low-mod income project (93 Grand St).
The NRSA targets current property owners to help them with things like windows, siding, roofings. Throughout the City it can go to owner-occupied and non-owner occcupied home-owners except in South Worcester. It has to go to owner-occupied. Numebrs are smaller in the 15,000 or less range per house.
The Neighborhood Stabilization targets empty houses owned by banks trough foreclosure and will be much larger per project.
