Venice Florida City Manager

VENICE - Four candidates chosen from 81 applicants for Venice's city manager position will be interviewed this week and one may be offered the job at a special City Council meeting on Saturday.

The candidates include Pam Brangaccio, 52, a former Charlotte County and Broward County executive; David Dorgan, 55, a former city manager of Elgin, Ill.; Thomas Hoover, 61, a city manager in Royal Oak, Mich.; and Isaac Turner, 51, the former city manager of Ormond Beach.....

The new manager will have to deal with a long-overdue airport master plan that has brought pressure from the Federal Aviation Administration and airport businesses; a contentious growth management plan that has limited building height and density and brought criticism from the planning commission; tight budgets; and low employee morale.

The search firm, Slavin Management, pointed out some of those issues in its packet to the candidates, just as it pointed out some of the challenges the final candidates faced in previous jobs. Three of the four candidates were either fired or pressured to resign from their last job, according to Slavin's report.....

Hoover, who is city manager of Royal Oak, Mich., was asked to resign from his previous job as a manager of Worcester, Mass.

Bottom line is...that it's a relatively short shelf life for many managerial types whose bosses are multiple politicians...11 in the case of Worc CM's

Imagine having 11 bosses who are purely politically driven and who toss reality and objectivity to teh wind...........or worse imagine having just 2 city councilor bosses.....Rushton & Palmieri.

Thomas M. Menino Jr. clocks 310 hours of overtime

Mayor Thomas M. Menino’s detective son worked a whopping 310 hours of overtime last year, sometimes clocking up to 20 hours a week over and above his regular 40-hour cop shift and 20-hour-a-week side job with Suffolk Construction, a Herald review has found.

Detective Thomas Menino Jr., who works in the Boston Police Department’s intelligence unit, also took 21 vacation days and had another 27 days off in comp time, records show.

According to Suffolk officials, Menino works mornings overseeing safety on various job sites. Suffolk employees say he usually works until noon. He then works the 4 p.m. to midnight shift Monday to Friday at the BPD.

Menino’s time sheets show he frequently worked overtime shifts on Saturdays and days off, and sometimes picked up extra OT shifts while on vacation.

He worked more than 15 hours of overtime in a week five times in 2008, including the week of Jan. 7, during which he worked 19 hours of overtime, records show.

Under BPD rules, officers are permitted to work up to 20 hours a week at a second job with department approval, but cannot work more than 90 hours in a week.

“The department poses reasonable restrictions on the amount of overtime and outside employment an officer can work,” BPD spokeswoman Elaine Driscoll said. “As long as an officer is compliant with those regulations, we do not have cause for concern.”

Tom Menino Jr., who joined the BPD in 1994, made $137,000 in 2007, which included $48,000 in detail and overtime pay. His salary for 2008 was not available last night. Suffolk has refused to release his part-time salary.

The detective’s wife, Lisa Marie, is also employed by the city, earning $102,000 in 2007 - including $29,000 in OT - as an administrative assistant in the city’s property management division. Dot Joyce, a spokeswoman for the mayor, said Lisa Menino racked up the overtime staffing weekend and special events on City Hall Plaza.

The mayor has denied his son’s side job with the politically connected construction firm poses a potential conflict, but still filed an ethics disclosure this week.

Asked why he waited until after a Herald report to file the disclosure, Menino said yesterday: “I wasn’t sure I had to file it. My lawyers still don’t believe I had to file it.”

Suffolk has built schools and police stations, as well as several private developments backed by the mayor, including Camp Harbor View, a project on which Tom Menino Jr. was a supervisor. Company officials also regularly seek permits and approvals from city agencies overseen by the mayor.
