Tell me if this makes sense. If the City of Worcester wants to put pretty much everything out to bid through the Purchasing Department. No matter how small.
The CDC's, although they are given $6,000,0000 do not have to put it out to bid like the Purchasing Department. Does this make any sense?

They don't even give it to city businesses... see your old blog.. Out of State as well. The NSRA required three bids on businesses... did they with housing projects?
