$6,100,000 in DIF Bonds To Date

The more I try to figure out City Square financing, the more I get confused. Tonight City Manager O'Brien explained that the City of Worcester has spent $6,100,000 in DIF bonds to date. How are we paying that back now? What additional net revenues has been generated to pay these bonds?
