The main problem is that the people who own property on these two streets voted and voted not to approve conversion. Despite their vote, the City Council is going to convert the street to be a public street at a cost of $150 per linear foot of frontage. Unless, your house is on a corner and our address is the other street, not Stark, then the cost is nothing.
Unless there is some over-riding public safety concern, I simply do not understand how the votes of the tax-payers is completely disregarded. Seriously why bother having a vote. Next time anyone files a petition on a private road to convert it to a public street, don't even have the people on that street even vote. Just approve it.

I dont know if I said this before, but this private road conversion process reminds me of the process of closing of 250 ft Downing St ONLY for Clarks Univ's benefit.
Last fall as part of a so called pilot payment deal and I use the term payment very loosely, the city came to terms with Clark Univ about allowing the closing of a section of Downing St.
Fast forward to APRIL OF this years and the city holds hearings for area residents to voice their concerns about the closing I Mean come folks ... WHAT THE ++++. Many area residnets oppose such a closing but the deal was sealed 9 months ago. Why teh ++++ waste time with so called hearings. The city isnt hearing nor are they heeding voters concern.

I might add if 300$ per running foot is the conversion cost then should the city not be charging Clark University $300 per running foot "reversion cost" for the 250 ft of Downing St that is reverting to basically a private street for pedestrians only and Clark Univ use only. Dittos for CSX and Putnam Lane . CSX should pay for it. Maybe they are?
Also what happens if this length of Downing St has sewer & water lines under it that need to be replaced or needs to be resurfaced, who pays for it....teh city or Clark Univ.?

Bill, just want to be sure I have thsi right. The $300 per foot DOES NOT include utility lines which are already there? Curious if there are gas lines the streeet??
