Worcester Section 108 Loans

This is an older link from 2003. Sorry could not find anything newer. It lists, on page 3, some 29 million in HUD guaranteed loans that the City of Worcester has made, current balance and who are the recipients. It accurately points out that Gardner Kilby Hammond will be 5.8 million.

Here is my question. Should we not hold Gardner Kilby Hammond accountable for not paying back the 5.8 million dollar loan the City of Worcester guaranteed for them??
